Andreas Faller (*1966) studierte an der Universität Basel Rechtswissenschaften und absolvierte 1994 das Anwaltsexamen.
Von 1994 bis 2001 hat er als Rechtsanwalt praktiziert. Ab 2001 war er beim Gesundheitsdepartement Basel-Stadt tätig, zuerst als Generalsekretär und Leiter Rechtsdienst, ab 2006 als Leiter Gesundheitsdienste. Dort führte er den kantonsärztlichen Dienst, das Heilmittelwesen sowie die Abteilungen Gesundheitsförderung/Prävention und Sucht und betreute die Dossiers „eHealth“, „grenzüberschreitende Zusammenarbeit“ und „Seniorenpolitik“. Als Generalsekretär war er unter anderem für die öffentlichen Spitäler des Kantons zuständig und hat das Gesundheitsdepartement in Steuerungsgremien verschiedener Privatspitäler vertreten.
Von Juni 2010 bis Dezember 2012 war Andreas Faller Vizedirektor und Leiter des Direktionsbereiches Kranken- und Unfallversicherung im Bundesamt für Gesundheit in Bern. Dabei war er unter anderem zuständig für die Aufsicht über die Krankenversicherer und die Genehmigung der Krankenkassenprämien.
Im Bereich der Systementwicklung hat er viele wichtige Dossiers betreut, so zum Beispiel die Zulassung und Preisfestsetzung für Medikamente zu Lasten der gesetzlichen Grundversicherung, das Tarifwesen im ambulanten Bereich (TARMED), die Einführung von Fallkostenpauschalen (DRG), die Zulassungssteuerung für Ärztinnen und Ärzte, Integrierte Versorgung (Managed Care), Qualitätssicherung, Zulassungsverfahren (Health Technologie Assessment), das neue Krankenkassenaufsichtsgesetz und die Initiative „für eine öffentliche Krankenkasse“ („Einheitskasse“). Ferner präsidierte er die Eidgenössische Kommission für allgemeine Leistungen und Grundsatzfragen (ELGK), die Eidgenössische Arzneimittelkommission EAK und die Eidgenössische Kommission für Analysen, Mittel und Gegenstände (EAMGK).
Seit 2013 arbeitet Andreas Faller als Rechtsanwalt und Berater im Gesundheitswesen, Geschäftsführer von drei nationalen Verbänden im Gesundheitswesen sowie als Berater eines weiteren Verbandes auf nationaler Ebene. Er ist ferner Mitglied in drei Verwaltungsräten von Unternehmen im Gesundheitswesen.

Il a pratiqué comme avocat entre 1994 et 2001. A partir de 2001 il a travaillé au Département de la santé de Bâle-Ville, d'abord comme secrétaire général, puis comme chef du service juridique et, à partir de 2006, comme chef des services de santé. Il y dirigeait le service du médecin cantonal, le secteur des médicaments ainsi que les divisions Promotion de la santé/Prévention et Addiction. Il était également en charge des dossiers "eHealth", "Coopération transfrontalière" et "Politique à l'égard des seniors". Comme secrétaire général il était notamment compétent pour les hôpitaux publics du canton et représentait le Département de la santé dans les organes de pilotage de différents hôpitaux privés.
Entre juin 2010 et décembre 2012 Andreas Faller était directeur adjoint et responsable du secteur de direction Assurance maladie et accident à l'Office fédéral de la santé publique à Berne. Il était notamment chargé de la surveillance des assureurs en assurance maladie et de l'autorisation des primes d'assurance maladie.
Andreas Faller était responsable de nombreux dossiers importants, par exemple de l'autorisation et de la fixation des prix des médicaments à charge de l'assurance obligatoire de base, du système tarifaire dans le domaine ambulatoire (TARMED), de l'introduction des forfaits par cas (DRG), du pilotage des admissions des médecins, des soins intégrés (Managed Care), de l'assurance qualité, de la procédure d'admission (Health Technologie Assessment), de la nouvelle loi sur la surveillance des caisses-maladie et de l'initiative populaire "pour une caisse-maladie unique et sociale". Il a en outre présidé la Commission fédérale des prestations générales et des principes (CFPP), la Commission fédérale des médicaments (CFM) et la Commission fédérale des analyses, moyens et appareils (CFAMA).
Andreas Faller travaille depuis 2013 comme avocat et consultant spécialisé dans le domaine de la santé publique, secrétaire général de trois associations nationales du secteur de la santé et conseiller d'une autre association active au niveau national. Il est en outre membre de trois conseils d'administration d'entreprises du domaine de la santé.

He practised law between 1994 and 2001. From 2001, he worked for the health department of the City of Basel, first as general secretary and head of legal services and then, from 2006, as head of health services. He was in charge of the cantonal medical service, the drug regulation agency and the departments for health promotion, prevention and addiction, as well as managing the portfolios for e-health, crossborder cooperation and ageing policy. As general secretary, he was also responsible for the canton’s public hospitals and represented the health department on the steering committees of a number of private hospitals.
From June 2010 to December 2012, Andreas Faller was Deputy Director and Head of the Health and Accident Insurance Directorate at the Federal Office of Public Health in Bern. His responsibilities included overseeing health insurance providers and authorising health insurance premiums.
He has managed many key portfolios in the field of system development, including the approval and pricing of medications funded by statutory health insurance, the TARMED tariff system for outpatient treatment, the introduction of payment based on diagnosis-related groups (DRG), the regulation of licensing for physicians, managed care, quality assurance, approval procedures (Health Technology Assessments), the new Federal Law on the Supervision of Mandatory Health Insurance (KVAG), and the initiative “For a public health insurance provider” (Einheitskasse, “single provider”). In addition, he headed the Federal Commission for General Services and Key Issues (ELGK), the Federal Medicines Commission (EAK) and the Federal Commission for Analyses, Products and Devices (EAMGK).
Since 2013, Andreas Faller has worked as a lawyer and consultant within the healthcare system, as the managing director of three national healthcare associations, and as a consultant for one other association on a national level. He is also a member of the administrative board of threehealthcare companies.
